Business Advisory Services Scheme

In line with the budgetary measures, the Human Resource Development Council (HRDC) is encouraging all SMEs to avail of the new ‘Business Advisory Services Scheme’ under the National Training Fund. This scheme is for a duration of two years, from 01 July 2021 up to 30 June 2023. Eligible SMEs would be allowed to use their unutilised contribution of training levy to finance external business advisory services up to a maximum of Rs 50,000 per annum.

Eligibility criteria for the Scheme

  • Enterprises contributing training levy up to Rs 100,000 annually (at the rate of 1%) will be eligible to benefit under this scheme.
  • Exceptionally for the year 2021/2022, enterprises which have contributed training levy up to Rs 50,000, will be eligible given that these enterprises have contributed training levy for the year 2020/2021 at the reduced rate of 0.5% compared to the normal rate of 1%.
  • Eligible enterprises will be able to benefit for the refund of Advisory Services in the year 2021/2022and 2022/2023 for their respective amount of unutilised levy contribution.
  • The selected consultancy firm /consultant to provide the Advisory Services must hold a Business Registration Certificate in such field for at least one year.
  • The Advisory exercise must be completed within a period of four months from the date of receipt of the acknowledgement letter from the HRDC
  • The report for the Advisory Services must be validated by the enterprise.
