COMMUNIQUE 5 - Resumption of training by Registered Training Institutions & Employers (Post COVID-19)

Employers and Registered Training Institutions are informed that, as per Government decision of 12 June 2020, face-to-face training are not allowed to resume before 01 July 2020.

In line with Government decision, the HRDC will therefore not entertain any G1 application, G3 application or course fee application for any face-to-face training scheduled before 01 July 2020.

Employers and Registered Training Institutions should also ensure that all training courses resuming on or after 01 July 2020 comply with all sanitary norms.

COMMUNIQUE 4 - Refund of Training Cost for Trainer-led Live Online Non-Award Courses conducted after the phasing out of curfew

Registered Training Institutions and Employers are hereby informed that refund of training costs under the Training Grant System for trainer-led live online training conducted as from 31st May 2020 and onwards will be as follows:

(i) the normal rate of refund will be applicable; and

(ii) subject to the annual grant ceiling of the Employer.

The MQA Registered Training Institution or the Employer should:

  • Ensure compliance with regulations/acts.
  • Ensure that the batch size does not exceed 10 participants
  • Ensure that the training is live and interactive.
  • Keep recordings of the sessions with respective participants and submit same to the HRDC upon request.
  • Ensure that the quality of training is not compromised, as opposed to what would have been offered through face-to-face training.
  • Provide the HRDC access to the webinar so that the HRDC monitoring team can check course coverage, respective number of hours covered, attendance and participation.
  • Keep an attendance sheet with the names of the participants, the number of hours covered and duly signed by the Trainer and certifying that all participants completed the training.

Note: All other conditions and criteria remain unchanged.

COMMUNIQUE 3 - Reopening of HRDC Office as from 15th May 2020

The HRDC informs all its stakeholders that its office at 4th Floor, NG Tower, Ebene Cybercity will reopen for normal activities as from Friday 15th May 2020.

Training grant refunds and application for cost approval for non-award courses which were being processed normally during confinement since 20th March 2020 till date will continue as usual.
Opening hours of office will be from 08:45 a.m. to 16:00 p.m. from Monday to Friday.
To avoid any risk during the prevailing sanitary curfew, instead of physical displacement to our office, employers and stakeholders are encouraged to contact the HRDC on the following phone number and email addresses, where our officers will be pleased to assist you:

COMMUNIQUE 2 - COVID-19 lockdown and curfew

The HRDC hereby informs all its stakeholders that during the COVID-19 lockdown and curfew in force in Mauritius, it will endeavor to provide continuity to its services via its online system and via emails despite the temporary closure of its office.

The staff will be ensuring business continuity by working from home using all available technologies. Employers are informed that the deadline for submission of their G3 applications for all courses which ended during the period 1st July 2019 to 31st December 2019 has been extended to Monday 15th June 2020.

The deadline for submission for other incentives (Foreign Expertise Scheme, TNA, Multimedia, etc) has also been extended up to Monday 15th June 2020.

Employers are kindly advised to submit their applications for refund within the deadline date to assist us in the timely processing and payment of grant before the end of the present financial year ending on 30 June 2020.

COMMUNIQUE 1 - Payment of stipend to NSDP / GTES Trainees

Dear Trainees, Trainers, Mentors and Training Providers,

As you are aware, we are going through an unprecedented period as the country is locked-down since the 20th of March 2020 and the confinement period has been extended till 15th April 2020.

In this context, we would like to inform all trainees currently under the NSDP/GTES that our officers are working from home and that:

A. Needful is being done for the payment of stipend for the period ending 19th March 2020, as soon as possible;
B. For trainees that are on training programmes which are still on-going after 20th of March 2020, they would also be paid their stipend covering the period of lockdown/confinement, from 20th March 2020 to 15th April 2020, or any further effective date as per policy to be adopted by the HRDC.

We will communicate to you, once the payment of stipend is finalized.
